Eligibility: Minimum Essential Educational Qualification FOR JBT CET: The minimum essential educational qualifications for CET is Senior Secondary School Certificate or Intermediate or 10+2 or its equivalent examination with at least 50% marks for non-graduates and 45% marks for graduates. However, for the purpose of computing percentage of marks, the candidates with at least 49.5% and 44.5% in 10+2 or its equivalent examination for non graduates and graduates respectively shall be eligible to apply and appear for the JBT CET 2009-2011.
The candidates who would be appearing in the qualifying examination but whose results would be declared later on can also apply but their eligibility for the said Entrance Test will be purely provisional subject to the condition that they-have to produce passing certificate scoring the percentage at least prescribed thereto in the qualifying examination on the day of counselling.
Age Limit: The age limit shall be 17-28 years as on 31.12.2009 for all candidates. Relaxation in upper age limit shall be available as per the rules of the Government of Himachal Pradesh.
The following conditions will also be applicable to the candidates of Two Years Course/ Session 2009-2011: 1. 90% attendance would be necessary in the JBT training course. 2. 45% will be the pass marks in JBT Examinations of the 1st Year and 2nd Year. 3. Merit and seniority will be on the basis of the marks secured in the JBT pass course. 4. In case the trainees take leave on medical grounds/ maternity purpose then the training may be extended by the duration of leave taken. 5. During the training the candidates would not pursue any other. Educational course/study either regular or through distance mode. 6. Since contractual appointment will be considered alter passing of JBT course and subject to permission to fill up vacancies, hence, no bond will be executed to serve in the Education Department. 7. After successful completion of JBT Course as above conditions, the candidates are eligible for employment against vacant posts of JBT teacher in Elementary Education Department. Actual appointment will be based on vacancies and necessary approvals to fill the posts. As per present policy fresh appointments are being made on contract.
How To Apply:
The Information Brochure containing Application Form shall be available from 08.2.2010 to 02.3.2010 on the Sale Book Depots of the Board in the State and all offices of the Sub Divisional Magistrates in Himachal Pradesh against cash payment of Rs. 250/- inclusive of fee for the Entrance Examination.

Elementray Education Code of Department of Elementary Education in Himachal Pradesh is not available online. It should be made available online as 60000 teachers need its knowledge and they can use it for the betterment of the Department. As Education Code is not available online , it is a huge problem for the elementary teachers of Himachal Pradesh because most of the Government Primary Schools have no copy of latest Education Code. It creates problem as the verbal information about rules of Dept. of Elementary Education may not be accurate. It is worthy to note that Elemenatry Eduaction system in Himachal Pradesh is quite new as it has restarted its working after 24 years as the separation of Primary and Middle Education System in Himachal Pradesh had occurred. It is quite worthy to note that a draft of Elementary Eduaction Code has already been drafted by the Dept. of Elementary Education. So change in previous laws, rules and regulations is obvious. But how can the teachers get its knowledge? There are 2 solutions of this problem:1. Provide at least 10700 copies of the elementary education code in Primary Schools. Second solution is that Right to Information makes it necessary to give the details of Elementary Education Code on internet. As the official website of Department of Elementary Education is under construction , I demand the online publishing of the Elementary Education Code . If it is done, the information needed can be downloaded from the official website of the Department of Elementary Education. So I demand a clear stand from state government in this matter. The knowledge of R & P Rules, various rules of leave, appointment and promotion, transfer and adjustment, financial rules and other mechanics of the Elementary Education Code should must be available online. Further, the details of decisions given by HP High Court should also be highlighted on the website of the Department . There should be at least a logo of the Department of elementary Education Department. All the schemes tended for the welfare of students and teachers must be highlighted under RTI Act . As the teacher training courses as JBT/ETT have no content of Education Code, Conduct Rues and other information about the dept. of Elementary Education, it is the burning issue that teachers must be given knowledge about rules and regulations of the Department of Elementary Education. They should be given pledge after joining the Dept. I hope that you will help us to complete the mission. If teachers do not get the knowledge of the Education Code , they can breach many rules of the Dept. without knowing that they are doing so . Let us make a start now.

Himachal Pradesh Board of Himachal Pradesh board to start distance education

The Himachal Pradesh Board of School Education (HPBSE) will offer distance education mode to the school students in the state. The chairman of the HPBSE, CL Gupta, while talking to The Tribune, said the distance education would be offered to students through open school.Earlier, open schools were being run in the state under the Union Ministry for HRD. However, there were no fixed parameters of these schools and educational standards were being compromised. The Union HRD Ministry has now allowed the Himachal School Education Board to run and control open schools in the state.Elaborating about the concept, the chairman said, for the time being the centers that would be designated as open schools would be opened in 53 government schools in each block of the state. The students that would be targeted through open schools are primarily those who fail in board examinations.Such students would be allowed to complete their 10th or 12th degrees though open schools. Evening classes would be organized for such students twice a week in the open school centers. Teachers would be hired by the board especially for this purpose.The chairman said the failed students were likely to benefit from open schools as they would be allowed credit transfer for subjects in which they have passed. They would just have to pass the subject in which they failed through open schools to get the 10th or 12th class degree.Besides, the education board is also planning to add vocational courses in its open schools. The students can get certificates for vocational training by attending open schools.The chairman said the board would also examine the infrastructure available with the open schools currently being operated in the state before allowing them to continue offering education through the state board.Presently, open schools are being run in 14 states across the country. In Punjab and Haryana, the school education boards are also running open schools. The chairman said the school education board would keep strict control over the syllabus and credit system in open schools.

Plan of Examination
Preliminary
Initially, a (Preliminary) objective type of examination consisting of 2 papers based on multiple choice questions, on the following pattern will be held at Shimla, Solan, Mandi, Dharamsala, Nahan and Una centres:-
Paper-I General Studies
(Objective type 150 questions consisting of 1 mark each question). Duration of the paper will be three hours.
Paper-II Optional Paper
(There shall be 150 questions of one mark each for a total of 150 marks. Optional Paper will be selected by the candidates out of 22 Optional Subjects given in the syllabus of Preliminary examination). The duration of the paper will be three hours. A candidate must specify in his application form the Optional Subject he desires to take. He may intimate change, if any, in this regard to the Commission's office but not later than the last date prescribed for receipt of applications. It may also be noted that there should not be any variation between the figures ofOptional Subject code in the boxes and encoding thereof done in the circles. In case of any variation, encoding done by the candidate shall be treated as final.

The number of candidates to be called for viva-voce test after the (Main) written examination by the Commission shall be at its discretion on the basis of marks obtained by them in the (Main) examination only. As far as possible this number will be three times the total number of vacancies.
Marks obtained by the candidates in the (Prel.) examination will not be counted for the purpose of final order of merit. However, marks obtained in the (Main) examination as well as in the viva-voce test would determine their final merit to various posts/services to be filled in on the basis of aforesaidexamination . The option exercised by the candidates will be taken into consideration while determining their order of merit for selection to the various posts/services.
The candidates who are declared qualified in the (Preliminary) examination shall be required to apply for (Main) written examination.
The eligibility conditions of the candidates called for viva-voce test will also be determined on the day of interview on the basis of their original documents and rejection, if any, at that stage will not be the Commission's responsibility.
The allocation of examination centres for (Preliminary) examination will be made according to the option exercised by the candidates on the application form. This examination will also be conducted at Nahan and Una in case adequate number of candidates opts for these stations as examination centre. However, the Commission reserves the right to allot any centre of examination to candidates irrespective of the option exercised. The centre for the (Main) written examination will, however, be at Shimla only.
ELIGIBILITY CRITERIA.
- A candidate must possess a Bachelor's Degree or its equivalent from a recognised University.
- A candidate must have attained the age of 21 years and must not have attained the age of 35 years on the first Januaryof the year ofexamination.
- Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh is a desirable qualification.
- A candidate must be a citizen of India.
- Generally Wards of Ex-serviceman erroneously mention and encode the code of Ex-servicemen of H.P. in the relevant Column of the Computerisedapplication form. It is made clear that there is no reservation for the Wards of Ex-servicemen of H.P. in these services. Therefore, they shall write and encode the code of category(s) to which they belong. The Ex-Servicemen candidates of H.P. must go through the relevant Rules and instructions of the reservation notified / issued by the H.P. Govt. from time to time in order to ensure their eligibility for admission to the aforesaidexamination . Similarly other reserved categories candidates are also required to go through the relevant instructions in order to ensure that they are eligible under the particular category(s).
The above eligibility conditions shall be subject to change, if any in the relevant Rules related to Himachal Pradesh Administrative Services and those of the concerned Allied Services, as are notified by the Himachal Pradesh Government.
A candidate who has appeared at an examination, the passing of which would render him eligible to appear at the examination but has not been informed of the result, may apply for admission to the examination. A candidate, who intends to appear in such qualifying examination, may also apply provided the qualifying examination is completed before the commencement of this examination. Such candidates will be admitted to the examination, if otherwise eligible, but the admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed theexamination in any case not later than two months after the commencement of (Main) written examination, failing which their candidature shall automatically stand cancelled.
- The upper age limit is relaxable by five years for candidates belonging to the Sch. Castes/ Sch. Tribes/ Other Backward Classes and Children/Grand Children of Freedom Fighters ofHimachal Pradesh as declared by the Govt. from time to time. Age relaxation is also available to Ex-servicemen candidates of H.P. as per provisions in Rules/ Instructions of H.P. Govt.
- The upper age limit is also relaxable upto 42 years in case of those Govt. servants holding substantive/officiating appointment under the H.P. Govt. including the H.P. High Court or any Court subordinate thereto and the employees of Public Sector Undertakings/Corporations/Autonomous Bodies which are wholly or substantially owned or controlled by the H.P. Govt. provided such employees are in continuous service whether permanent or officiating under the H.P. Govt. as on 01-01-2006.

With regards, we want to request you that our Commerce Graduate B Ed degree holder JBTs working in various govt. primary schools of HP are deprived of the promotion to T.G.T. post. Recently, you have promoted approx. 490 J.B.T.s to the post of T.G.T. having graduation in Arts or Science subjects, but we were not promoted due to lack of necessary guidelines and lack of amendment in R&P Rules of the department. So, our degrees of Commerce Graduate and B Ed. are not proving valuable for us, however, the Dept. of Education is allowing the B Sc. degree holders to do M Com. and then it is making them lecturer in commerce. But we have read commerce not for two years like him but since 10+1 i.e. for 7 years till M Com. Why are we deprived of being lecturer of commerce by closing the gate of our promotion as TGT from present JBT post instead of doing B Ed. and having experience of many years in teaching at primary level. Beyond that, we have got trainings from SSA to teach subjects at elementary level. We have studied arts subjects till matric and then we have studied commerce enabling us to teach Maths. We have studied English till graduation. Hence, every Commerce Graduate B Ed degree holder JBT can teach English and Maths as TGT. We want to know why there is such a discrimination with commerce graduates ? Every graduate is a gradute if follows 10+2+3 pattern in Arts, Science or Commerce . They learn in each sphere. None is purely a graduate in specific subjects, but they also learn about other subjects too. So Commerce Graduate B Ed degree holder JBTs deserve the promotion to T.G.T. post. Ensure necessary amendments in this regard in R&P Rules during this session to give us immediate relief. We want justice.For last 5 years, we are meeting with Director of Elementary Education and other authorities. Now, we need justice now.

It became the first University in India to offer correspondence courses in Master of Arts, Master of Education and Master of Commerce. This Directorate of Correspondence courses in Himachal Pradesh was later renamed as International Centre for Distance Education and Open Learning(ICDEOL).
It offers various postgraduate, undergraduate, professional and advanced correspondence courses. To make the admission process more convenient, it also has spot admission centres in most of the Govt Colleges of Distt. Headquarters of H.P, Delhi, Chandigarh, Patiala, Amritsar and Ludhiana.

JBT Common Entrance Test
DATE OF CET: 7th September, 2008
Consequent upon the decision of the Govt. of HP. to conduct the Common Entrance Test" for admission to Two Years Junior Basic Training Course", the said test shall be conducted by the Board on 7th September, 2008.
There will be a district wise entrance test and candidates can apply for any district irrespective of the domicile. Once a candidate applies for any district he/she will be considered only against the seats of the district. Appointments will also be made in that District only.
The last date for receipt of application forms in the Board`s office from all the candidates belonging to non-tribal areas shall be 21st July, 2008 and for the Candidates belonging to tribal areas it shall be 30th July, 2008.
The Board shall not be responsible for any postal delay. The desirous candidates shall submit their application forms along with fee prescribed. The District-wise allocation of seats for admission in DIET`s, is as under:-

Apart from above, about 750 seats are also available for privately managed institutes in the Pradesh. There are certain private institutes which have been recognized by the NCTE to run JBT Course for the year 2008-10. Candidates to these institutes will be allotted only from the merit drawn from the CET subject to their affiliation from the HP Board of School Education. In case any other institute also gets recognition of NCTE, that institute will also be considered after it has fulfilled all requirements including affiliation with the Board.
RESERVATION:
Reservation as prescribed by the Himachal Pradesh Government shall be available to candidates belonging to Scheduled Caste/Scheduled Tribes/Other Backward Classes/IRDP/Ex-Servicemen (including wards of Ex-Servicemen/ Dependants of the family of those defence service Personnel who were killed in action or disabled and rendered unfit for civil employment), Children/ Grand children of Freedom Fighters/Physically handicapped/distinguished sports persons who have excelled at District/State/National sports meets/games.
JBT cadre is a district cadre; hence district-wise reservation roster will be applied against the total intake of a particular district in respect of DIET Institutes, while in respect of private institutes combined merit and reservation roster will be drawn out of the common merit list of the State to fill Subsidized and Non-Subsidized Seats in 50:50 ratio.
RESERVATION FOR TRIBAL AREA CANDIDATES:
The reservation in respect of Scheduled Tribe Areas of the State will be regulated under the instructions issued by the Govt. vide letter No.EDN.CA(12)1/2003 dated 18.1.2004.
The candidates belonging to district Lahaul & Spiti, Kinnaur and Pangi and Bharmour areas of Chamba District living out side the District/sub-division and the children of the employees posted in these areas may be allowed only to appear in the JBT common entrance test at their present respective place/centres in the exigencies for the seats of DIETs/District of other districts, however, their candidature shall be treated against the district to which they belong.
1. ELIGIBILITY CRITERION:
MINIMUM ESSENTIAL EDUCATIONAL QUALIFICATION FOR CET: The minimum essential educational qualifications for CET will be Senior Secondary School Certificate or Intermediate or 10+2 or its equivalent examination with at least 50% marks for non graduates and 45% for graduates as per norms approved by the Govt. vide notification dated 29.3.2008. The minimum pass marks in JBT Common Entrance Test (Written test) will be as under.-
a) 40% minimum pass marks for General category candidates i.e. 40 marks out of 100.
b) 35% minimum pass marks for reserved category candidates i.e. 35 marks out of 100.
2. AGE LIMIT FOR CET:
The age limit shall be of 17-28 years as on 31.12.2007 for all candidates. Relaxation up to five years in the upper age limit shall be given to the candidates of reserved categories as per existing rules of the State Government. There will be no upper age limit in case of Ex-servicemen candidates only. However, relaxation in upper age limit shall not be available to the wards/dependents of Ex-Servicemen.
3. FEE FOR THE COMMON ENTRANCE TEST:
The candidates desirous of appearing in the JBT Common Entrance Test shall have to pay a fee of Rs.200/- for all categories in the form of Bank Draft only drawn in favour of Secretary, H.P. Board of School Education Dharamshala, along with the application form.
All candidates shall have to apply on the prescribed application form. The application form along with fee in the form of Bank Draft only may either be sent under registered cover to reach the Board`s office on or before 21st July, 2008 and 30th July 2008 respectively by the candidates of non-tribal areas and tribal areas and the same can also be deposited at the counter of the Board at Dharamshala on any working day from 10 A.M to 5 P.M within the dates specified above. The applicants are advised to write their names with complete address on the reverse side of the Bank Draft.
4. All the seats are reserved for bonafide residents of Himachal Pradesh.
5. HOW TO APPLY:
a) The application form should be strictly in accordance with the format, which should either be photo-copy of application form published in the news papers or may be down loaded from the Website (www.hpeducationboard.nic.in ) of the Board.
The application form can also be neatly typed on A-4 size measuring about 21cm x 30cm on Photostat paper while maintaining the arrangement/ sequence of columns as given on the application form. Application forms not in accordance with the prescribed format are liable to be rejected.
b) All the columns must be filled up in English only in Capital letters in ink or with ballpoint/Gel Pen.
c) The application form, complete in all respects, along with (i) two copies of prescribed admission card (20cm x 10cms), (ii) two self-addressed envelopes (25cms x 12cms) and (iii) three pass-port size photographs-one pasted on the right hand side of the application form and one each on the admit cards should be sent under registered cover to the Deputy Secretary (JBT Cell), H.P. Board of School Education Dharamshala-176700 (Kangra), which must reach the Board`s office on or before the stipulated date.
There is no need to get the form/photographs attested from any authority. Applications received after the last date, without fee or less fee or not in accordance with the prescribed format shall be rejected and no refund of fee in such cases shall be made under any circumstances.
The envelope containing application form should be superscribed with words "APPLICATION FORM FOR JBT COMMON ENTRANCE TEST, 2008"
Enclosures with the application form:
1. Demand Draft of Rs.200/- (Please ensure that the name of the applicant with complete address is written on the back side of the Bank Draft)
2. Two self-addressed envelops
3. Admit Card (in duplicate)
QUESTION PAPER: There shall be one question paper having questions of multiple-choice/objective type, carrying 100 questions of one mark each to be attempted within 120 minutes. The subjects along with the distribution of marks shall be as under:
i) Hindi – Marks - 25
ii) English – Marks - 25
iii) Numerical Ability – Marks - 25
iv) General Awareness – Marks - 25
Grand Total: 100
The question papers of Hindi, English & Numerical Ability shall be of 10+2 standard. The questions of General Awareness will be based mainly on Himachal Pradesh.
